The Winchester Board of Commissioners on Tuesday gave second reading to an ad valorem tax on motor vehicles and watercraft for the upcoming calendar.

The 2010 rate was set at 19.5 cents per $100 of assessed value. It has remained unchanged since 1984.

In other business,

— The commission accepted the resignation of Tracy Miller, chairwoman of the Winchester Historic Preservation Commission. In a letter to Mayor Ed Burtner, Miller cited a family illness as driving her decision.

— A $134,145 contract was awarded to The Allen Company for the fiscal year 2010 paving program. Streets scheduled for work are Buckingham Lane from house 113/117 to Crossbrook Lane, Country Club Court from Country Club Drive to the head of the cul-de-sac, Highland Street from East Broadway to Calloway Street, First Street from West Washington Street to Madison Avenue, Fairview Avenue from Franklin Avenue to Crawford Avenue, Fulton Road at the bridge at Bypass Road and East Broadway from Main Street to Hodgkin Alley. An additional agreement was approved, allowing The Allen Company to retain the milled material in exchange for crushed stone.

— A $28,812 contract was awarded to Jerry Rogers Sealing & Striping for the fiscal year 2010 crack sealing program. The program includes Hayes Street from Lexington Avenue to College Street, South Burns Avenue from Belmont Avenue to Beckner Street, Stamper Drive from the cul-de-sac to Fulton Road, Hanover Drive from 305 Hanover Drive to Crossbrook Drive, Wall Street from Cleveland Avenue to West Lexington Avenue, Ridgeway Drive from CG Stephenson Drive to Meadow Street, Crossbrook Drive, South Highland Street from Calloway Street to French Avenue, Cleveland Avenue from South Main Street to Wall Street, Court Street from South Main Street to Wall Street and the city parking lot and city alley from Wall Street to South Maple Street.

— The commission heard an update on the Strodes Creek Conservancy Watershed Plan Development and Watershed Improvement Initiative.

— A $15,048 contract was awarded to McKenzie Concrete of Farmers, Ky., to install a sidewalk at the Clark County Public Library.

— A $37,900 contract was awarded to DMH Construction of Winchester to perform work on the Mockingbird Valley Road Culvert Rehab Project.

— The position descriptions for the city’s human resources/risk manager and purchasing officer were amended in the city’s personnel plan.

— City employee Joy Curtis was reclassified after she received a Kentucky Municipal Clerk’s Certification.

— Following a public hearing that drew no comments, the commission voted to change parking spaces on West Lexington Avenue between Main Street and Wall Alley to two-hour parking. The commission also voted to add yellow striping at the intersection of Country Club Drive and Vaught Road after a public hearing drew one comment in favor of the move.

— A software services contract was awarded to Creative Microsystems Inc.

— Police and EMS support was approved for the Daniel Boone Pioneer Festival 5K run.
