The Clark County Fiscal Court unanimously approved an active transportation plan for Winchester and the county Wednesday.

The plan was developed during the last year by the Clark County Bicycle and Pedestrian Advisory Committee as a way to develop avenues for Clark Countians to become more active.

While the plan includes several proposed projects, no action was taken on those by the Fiscal Court Wednesday.

The final plan was presented to the public in August with a number of suggestions to make Clark County more friendly to walkers and bicyclers. The plan can be taken into account for future road projects within the county, BPAC Chairman Stephen Berry said.

The short list, he said previously, includes adding a shared-use path along Lexington Road, adding bicycle route signs and improvements along Colby Road, Winn Avenue, Ecton Road and McClure road (among others) and constructing new paths to connect areas of the county. It also suggests converting railroad beds to walking trails.

In other action Wednesday, the Fiscal Court:

— approved the second reading of an ordinance to reduce the licensing fees for the sale of alcoholic beverages in Clark County to 50 percent of the maximum allowed under state law. Previously, Clark County was charging the maximum.

— approved an order to close part of Old Boonesboro Road Oct. 8 for the Scarecrow Festival.

— declared a Ford Econoline van and a Ford Expedition as surplus property.

— approved the first reading of an ordinance to rezone a parcel on Revilo Road from agricultural to light industrial.

— approved a budget amendment for the Clark County Sheriff’s Office to add $25,895 in unanticipated revenue.
