City sets tax rates without increase

The Winchester Board of Commissioners voted unanimously to leave its tax rates the same for the coming year.

The first reading of the ordinance was approved during the board’s regular meeting Tuesday evening. A second reading of the ordinance must be approved before it takes effect.

The tax rates as proposed will remain at 14.6 cents per $100 value for real property and 14.99 cents for personal property. The ordinance also calls for a 10 percent penalty plus 6 percent interest on all tax bills not paid by Dec. 2.

State law allows governments to increase rates to generate a 4 percent increase in revenue. According to a memo from city treasurer Debbie Bailey, the rate for a 4 percent increase would be 15.4 cents for real property and 15.63 for personal property.

In other action, the commission:

— approved a request to close Depot Street on Nov. 5 for a benefit car show.

— adopted the Winchester-Clark County Active Transportation Plan.

— authorized the remount of two ambulance bodies on new chassis for a cost of $119,994.15.

— authorized the purchase of three power cots for Winchester Fire-EMS.

— approved the second reading of a city employee safety and vehicle use plan.

— approved the second reading of an order to increase pay for patient transfer specialists at Winchester Fire-EMS
