Fast reflexes on the part of Winchester police officers Frank Doyle and Steve Caudill averted what could have been a replay of the tragedy in Powell County two weeks ago when two law officers were killed. Caudill said he and Doyle responded to Canewood Drive at 3:20 p.m. Sunday after receiving a report of a drunk person about to drive a car. When they arrived at the scene, the officers observed Victor A. Justice, 38, of Owenton, in his car preparing to leave. Once out of the car, Justice made a motion to hike up his pants and allegedly drew a .38 caliber Smith and Wesson revolver, Caudill said. Doyle and Caudill immediately subdued and disarmed the man, and in the process Justice allegedly attempted to pull a large lockback knife on the officers.
