A Winchester man was jailed Friday morning after he allegedly offered an undercover detective $500 to kill another man.

Jesse R. Long, 38, of 114 Village Court Apt. 7, is facing a single count of solicitation of murder.

Winchester Police Capt. James Hall said the department was contacted Tuesday night by a person who said Long broached the subject. The caller told police Long asked if he knew anyone who could kill another person, he said.

Through the third party, police set up a meeting between Long and an undercover detective Wednesday night, Hall said.

“Mr. Long showed money to the detective and said he would provide a firearm for this to happen,” Hall said. “(The target) was somebody he felt was seeing his girlfriend.”

Hall said Long offered the detective $500 to kill the other person, who was not identified.

Following the meeting, Hall said they contacted the girlfriend and the intended target to make them aware of the situation. No harm came to either one and Long was arrested Friday morning.

Hal said detectives wanted to act quickly without pushing the investigation.

“We didn’t want him to reach out to someone else or take matters into his own hands,” Hall said.

Following the meeting with Long, Hall said there was enough to charge Long.

“Until we had the overt act of him meeting with our detective, showing the money and offering a firearm, that’s when we made the arrest,” Hall said.

Long declined to speak with a reporter at the Clark County Detention Center Friday morning. He is scheduled to be arraigned Monday in Clark District Court.

Other than a couple traffic tickets, Long’s only criminal past is a theft case in 2013 which ended with a pre-trial diversion which was dismissed in 2014.

If convicted of solicitation, Long could be sentenced to 10 to 20 years.
