State regulations requiring construction of a new landfill will cost the Winchester Municipal Utilities Co. more than the estimated $1.3 million to design, permit and construct the new facility. WMU commissioners learned at their meeting Thursday that disposing of garbage in an out-of-county landfill until a new landfill is completed here could cost as much as $308,844 per year, the low bid submitted by Waste Management of Kentucky at the     commission’s April 16 meeting.
