Witness says Clark man took his pants off, made 13-year-old girl paddle him

Detectives charged a Clark County man with sexual abuse Monday after he allegedly involved a 13-year-old girl in sexual activities.

James Simmons Jr., 61, of 4519 Paris Road, is charged with two counts of first-degree sexual abuse, according to court documents.

In the arrest citation, detectives with the Clark County Sheriff’s Office wrote that the 13-year-old girl said Simmons had her paddle him, with his pants down, for his personal pleasure.

Sometimes another female was involved, according to a witness who said it occurred on more than 20 occasions. The witness said she would take turns with the girl in “paddling” Simmons.

The witness said she also walked into the girl’s bedroom on one occasion to find Simmons there watching “porn” with his hand under the covers while she was sleeping.

Simmons is being held on a $25,000 cash bond in the Clark County Detention Center.

Simmons was arraigned Tuesday afternoon in Clark District Court, where the judge entered an automatic not-guilty plea as the charges are felonies.

A preliminary hearing was scheduled for Dec. 13 in Clark District Court.
