New temporary roof to go on courthouse

Contractors will return next week to put a more permanent roof on the Clark County Courthouse, where the tower once lived.

Clark County Judge-Executive Henry Branham said officials with Structural Steel Repair Group, plan to install a rubber roof with a metal surface. That type of roof, though, requires two days with temperatures above 40 degrees, he said.

Regardless, contractors will install a more permanent solution to last until the new tower is installed in the spring.

“They have plywood up there now,” Branham told the members of the Clark County Fiscal Court Wednesday. “They will not leave the tarp up there all winter.”

The tarp has already failed once during a rain with heavy winds in November. Contractors had to go into the tower and rig sump pumps and tarps to channel the water out of the courthouse. Branham said they don’t want that situation to happen again.

Workers cleared the courthouse last week after the tower was removed and demolished, except for the four clock faces. A new tower is being constructed off site and is scheduled to be delivered in the spring.

The bell tower was installed in the 1890s, but had deteriorated to the point it was not structurally sound and was causing major leaks to the top floor of the courthouse.

In other action Wednesday, the fiscal court:

— approved the budget, advancement, maximum salaries and special bond for the Clark County Sheriff’s office for 2018.

— approved the budget and maximum salaries for the Clark County Clerk’s office for 2018.

— accepted a portion of Ryans Mill Road as a county road.

— accepted Leslie Drive as a county road.

— appointed Magistrate Greg Elkins to the county road committee.

— appointed Magistrate Daniel Konstantopoulos to the county fire committee.

— appointed Cora Heffner and Andrew Bender to four-year terms on the Clark County Ethics commission.

— reappointed Pat Skinnemoen and Nancy Wills to the Clark County Extension District Board for three-year terms.

— appointed Megan Hendricks to the administrative hearing board for a three-year term.

— hired Darrian Carr as a kennel attendant at the Clark County Animal Shelter.

— promoted Daniel Talbott and Robert Crim from heavy equipment operator to maintenance foreman II at the county road department.

— promoted Aaron Rogers and Ryan Howard from equipment operator to heavy equipment operator at the county road department.

— approved a step alignment for Steve Means at the county road department.

— hired Scotty A. Griffin as a full-time custodian.

— ratified a five-day suspension for Michelle Purvis.
