Curtis certified as master municipal clerk

Winchester City Clerk Joy Curtis recently received her master municipal clerk certification from the International Institute of Municipal Clerks.

Curtis has been with the City of Winchester for 19 years and became city clerk upon the retirement of Marilyn Rowe in 2017.

Curtis is a member of the Bluegrass Municipal Clerks Association, the Kentucky Municipal Clerks Association and the International Institute of Municipal Clerks.

Curtis has received her Certified Kentucky Municipal Clerk (2009), Certified Municipal Clerk (2011) and Kentucky Master Municipal Clerk (2014).

She is in her second term as vice president and served two terms as secretary of the Bluegrass Municipal Clerks Association. After several terms as a committee member, she recently was chosen as chair of the Scholarship Committee and has been a committee member on the Public Relations Committee of the Kentucky Municipal Clerks Association.
