School board approves pay schedule, raises

The Clark County Board of Education approved 3-2 the salary schedules, which includes raises for both classified and certified staff for fiscal year 2019.

The salary schedule includes a 2 percent increase for teachers and 4 percent for other classified employees

At the board’s May regular meeting, there was much debate over the proposed 2018-2019 salary schedules for certified, classified, substitute teacher and supplemental staff.

Aleisha Ellis, Clark County Public Schools director of finance, presented the board with several options along with cost summaries at the May meeting. Salary schedules approved would be effective July 1.

In May, the board voted to raise the minimum rate for all classified pay rates in the district to $10 per hour. Board members Judy Hicks, Scott Hisle and Michael Kuduk voted in favor. Board member Gordon Parido abstained and board member Ashley Ritchie was absent and excused.

The board also voted for a 2 percent increase to all food service job pay schedule rates with a 3-0-1 vote in May; Parido abstained.

However, at the tentative budget meeting May 21, the board discussed changes to 2018-2019 certified salary schedules. After much discussion, the board adopted the FY 2018-2019 tentative budget 4-1 with a 4 percent raise for classified staff and 2 percent raise for certified staff across the board totaling about $775,000. CL01 employees (attendance clerks) will also work 10 additional days, to a total of 191,which adds $5,000 to $65,000. Hisle opposed.

At Tuesday’s meeting, Ellis came back to the board with “the interpretations” of the increases the board voted on in May’s meeting. The board approved the salary schedules that showed the numbers in a 3-2 vote. Hicks and Hisle opposed.

The board also decided not to take action on a new organizational chart for FY 2019 presented by Superintendent Paul Christy, which he said would reduce administrative costs. The board requested additional information before voting on the item.

The board considered approval of DocuWare Cloud-Service EULA between the Clark County School District and Toshiba but decided not to take action as the board was concerned with specific language in the contract.

The contract would allow CCPS to store documents in the cloud; however, the language in the contract specified Toshiba could restrict access if a dispute were to occur.

The board decided it would be in the district’s best interest to have its attorney discuss the contract more in-depth with Toshiba and will take a vote when both parties can fine-tune the agreement.

The board also approved 4-1 the indirect cost revenue reimbursement from food services account to its general fund account for FY 2019. Hisle opposed.

The item was initially part of the consent agenda items; however, Hisle said it was moved to the student support services section of the agenda because he felt there was some “non-trivial amount of financial impact on the district.”

In other action, the board members:

— approved workers’ compensation for FY 2019

— approved escrow of carry forward funds to FY 2019

— approved school activity fund budgets for FY 2019

— approved the community eligibility program for pre-K – 12 for FY 2019

— approved programming for schematic design of BG-1, no. 18-334

— approved schematic design documents for BG-1, no. 18-334

— approved first reading of policy updates

— approved procedure updates

— adopted a resolution with the Kentucky Office Of Homeland Security project for school resource officers

— approved classified and administrative classified evaluation plans

— approved the FY 2019 Clark County Public Schools employee and substitute teacher employee handbooks

— approved FY 2019 coaches’ handbook

— approved Bluegrass Comprehensive Care memorandum of agreement

— approved Mountain Comprehensive Care memorandum of agreement

— approved National Youth Advocate Program memorandum of agreement

— approved FY 2019 and FY 2020 Clark County Technology Plan

— approved KVC Behavioral Healthcare Of Kentucky, Inc. memorandum of agreement

— approved the Phoenix Academy day treatment program memorandum of agreement for FY 2019 and FY 2020

— approved the Phoenix Academy KECSAC memorandum of agreement for FY2019

— approved the FY 2019 comprehensive budget for the Phoenix Academy

— approved pay application #12 to performance services, inc., for guaranteed energy conservation savings project for $178,600.50

— approved pay application #6 to Codell Construction, contractors, and suppliers for the George Rogers Clark High School gymnasium and athletic fields project in the total amount of $1,007,622.64

— approved the school facility rental fee schedule for the 2018-2019 school year

— approved pay application #1514-18 to RossTarrant Architects, for the George Rogers Clark High School gymnasium and athletic fields project in the amount of $9,383.16

— approved pay application #1829-01 to RossTarrant Architects, for the George Rogers Clark High School fieldhouse and athletic fields project in the amount of $18,981.29.

Correction
