Two boards to discuss Stuff Recycling, zoning

Two county boards will discuss Stuff Recycling during public meetings next week.

On Tuesday, the Winchester-Clark County Planning Commission will review a proposed zoning change for property the company intends to buy on Clintonville Road. Two days later, the Winchester-Clark County Board of Adjustments will discuss the property’s grandfathered business zoning and whether the use area has been enlarged.

The matters have been discussed publicly during the two most recent Clark County Fiscal Court meetings. Stuff owner Jerry Joiner said during one meeting the company has a contract to purchase about 12 acres on Clintonville Road adjacent to its current property. The Clintonville Road property is currently zoned A-1 agricultural and Stuff wants it rezoned B-4 business to match the rest of its property.

The company’s zoning request states there would be a gravel parking lot used for storage or trucks and equipment. Joiner also said in a fiscal court meeting the property would serve as a buffer for neighboring properties.

Several residents expressed concerns about noise and possible health risks from the property, which recycles metal and other items. They have also questioned why the property was allowed to continue on a B-4 zoned property.

In 2012, the planning commission grandfathered the property as B-4 with the condition that its operations not expand beyond the current 10-acre site.

Joiner said earlier this month that the business’ operations are still within the required 10 acres and have not expanded.

“The property we have a contract on is not to expand the scrap yard one inch,” Joiner said Aug. 8.

The planning commission meeting will be at 7 p.m. Tuesday, Sept. 4, in the fiscal courtroom in the Clark County Courthouse.

The Board of Adjustments meeting will be at 6 p.m. Thursday, Sept. 6 in the commission chambers at Winchester City Hall. Both meetings are open to the public.
