City officials approved a resolution in support of a preliminary bond issue in hopes of attracting a new business interested in the former Alltech facility.

Tuesday, an attorney representing Danimer Scientific Kentucky told the Winchester Board of Commissioners the company could invest up to $110 million over two phases and create about 66 total jobs.

At this point, no commitments or decisions have been made, Winchester Mayor Ed Burtner said. The resolution includes a preliminary bond issue as an incentive for the company.

Winchester-Clark County Industrial Development Authority Director Todd Denham said Danimer is a bioscience company which is planning to make bioplastic, such as food packaging, which would biodegrade within six months.

“Because of the uniqueness of (the Alltech) building, it always generates high interest,” Denham said. “They like the building and spent a lot of time looking at it.”

Denham said the initial phase would add 37 full-time jobs paying an average of $26 an hour.

“They’re looking to invest $34 million in phase one alone,” Denham said.

Attorney Timothy Eifler, representing Danimer, said there could be a second phase for further expansion, if the demand for the product is there.

Eifler said Danimer would be responsible for repaying the bonds and there would be no burden or responsibility to the city.

The commissioners approved the resolution unanimously.

According to the company’s website, Danimer is based in Bainbridge, Georgia, and makes plastic items from natural sources and are biodegradable and compostable.

In other action, the commissioners:

— approved a proclamation making September City Government Month.

— approved street closure requests for the Winchester-Clark County Parks and Recreation triathalon Oct. 6 and the homecoming parade Oct. 4.

— approved the second reading of an ordinance to rezone property at 300 E. Washington St. from R-1D residential to B-3 highway business.

— awarded the bid for street crack seal repair to Craig Rogers Sealing and Striping for $1.05 per square foot for an estimated total of $22,565.90.

— declared five vehicles as surplus property.

— reappointed John Omohundro and William G. Baker to the Winchester Municipal Utilities Commission for four-year terms.

— accepted Briarwood Lane, Teakwood Court and Ashton Oak Way as city streets.

— accepted the retirement of Jeanna Gwynne from the Winchester Police Department communications department.

— approved the promotions of Monty Corbett and Stephen Campbell from police officer I to sergeant at the Winchester Police Department.
