Parks and rec employee gets probation for theft

A former parks and recreation employee will spend the next two years on probation afer pleading guilty to stealing $15,000 from the department.

Dosha Plummer, 36, pleaded guilty a month ago to theft by unlawful taking less than $10,000 in a plea agreement.

The agreement called for Plummer to serve one year, but Thursday, she was sentenced to two years probation instead.

“You have done everything possible … to rectify the situation.” Clark Circuit Judge Jean Chenault Logue said. “You are the person, I think, probation is made for.”

Parks officials said Plummer made full restitution before charges were filed.

Assistant Commonwealth’s Attorney Heidi Engel said Plummer had been “extraordinarily cooperative” during the case.

The thefts were discovered by auditors in late 2017 as they examined the Winchester-Clark County Parks and Recreation’s financial records.

During her guilty plea in November, Plummer told Logue she would cash checks written to the department at the bank before the funds were deposited, essentially being paid twice for the same check.

Following the audit, parks officials allowed Plummer to resign after making restitution, but did not notify the police.

The Winchester Board of Commission, which partially funds the department, directed the audit be turned over to the police for a possible investigation and insisted on an outside company taking over the department’s financial management in the wake of the audit.
