Parents indicted for ‘filthy living conditions’

Two Winchester parents were indicted for wanton endangerment charges after police found their children living in a home infested with insects and covered in feces.

Michael Wilburn, 41, and Laura Wilburn, 36, of 34 Franklin Ave., were arrested in July for second-degree criminal abuse charges after police officers were called to the residence to help social workers.

Winchester Police Detective Shane Southwood wrote in court documents that he saw bugs crawling on one of the children, and that there was an “overpowering” smell of urine outside the house. Inside, the house was filled with garbage, feces, roaches, gnats and “general filth.’ Southwood noted three dogs, two cats, a snake and a turtle also lived in the house with the family.

Southwood also found several glass pipes, which the Wilburns said they used to smoke marijuana.

The Wilburns were indicted on a single count of second-degree criminal abuse Thursday by the grand jury.

The following indictments were returned Thursday by the Clark County grand jury.

— Keri R. Witt, failure to maintain insurance, possession of open container of alcohol in motor vehicle, first-degree possession of a controlled substance and no or expired registration plate.

— Joseph Clower, first-degree trafficking in a controlled substance (three counts) and second-degree persistent felony offender.

— William N. Marcum, third-degree possession of a controlled substance, first-degree trafficking in a controlled substance.

— Lindsay M. Rogers, public intoxicaiton, first-degree possession of a controlled substance, third-degree possession of a controlled substance.

— George Harris III, third-degree burglary.

— George Harris III, receiving stolen property,

— Devon Tays, public intoxication, first-degree possession of a controlled substance, possession of drug paraphernalia.

— George Harris III, third-degree burglary.

— Bobby McKinney, first-degree bail jumping.

— Wesley Perkins, trafficking in a controlled substance- heroin (three counts), trafficking in a controlled substance – fentanyl (two counts), first-degree persistent felony offender.

— Tammy M. Pelfrey, first-degree possession of a controlled substance, possession of drug paraphernalia, tampering with physical evidence, fraudulent use of ID card for benefits.

— Travis Roland, receiving stolen property, first-degree possession of a controlled substance (three counts), first-degree promoting contraband, theft by deception, first-degree persistent felony offender.

— Bradley T. Mudd and Lindsay Rogers, trafficking in a controlled substance – heroin (two counts), trafficking in a controlled substnace – fentanyl (seven counts), trafficking in a controlled substance – methamphetamine, second-degree persistent felony offender.

— Olivia Purvis, first-degree trafficking in a controlled substance, second-degree persistent felony offender.

— Matthew Willoughby, first-degree possession of a controlled substance, first-degree trafficking in a controlled substance, first-degree persistent felony offender.

— Dayquan Dejon Johnson and Melissa Shortridge, importing fentanyl (Johnson), trafficking in a controlled subtance – fentanyl (Johnson), complicity to importing fentanyl (Shortridge), complicity to traffic in a controlled substance.

— Devon S. Tays, first-degree possession of a controlled substance, first-degree promoting contraband.

— William N. Marcum, Trina K. Combs and George Kevin Combs, trafficking in a controlled substance (five counts)

— Cynthia S. McGuire, first-degree trafficking in a controlled substance.

— Mikel Porter, trafficking in a controlled substance, first-degree persistent felony offender.

— Wesley N. Raney, first-degree possession of a controlled substance.

— Karen Owens, theft by decpetion, trafficking in stolen identities.
