Fiscal Court approves funds for nonprofits

Sixteen Clark County nonprofit organizations will receive a portion of the annual Clark County Fiscal Court Fund monies this year.
The fiscal court annually distributes approximately $100,000 to local organizations. The fund is partially funded by proceeds from the sale of the former Rockwell International property on Rockwell Road many years ago. The terms of the disbursements specify all funds allocated must be used for a public purpose.
“I think it is a good thing to be able to share our funds with these organizations,” Clark County Judge-Executive Chris Pace said during Thursday’s fiscal court meeting. The disbursements were approved 6-0 after Magistrate Chris Davis abstained because of a conflict.
This year, $42,000 was divided between 16 organizations. The committee recommended $32,000 be allocated for the debt on the pool at College Park Gym and another $28,500 to support the transit service.
In previous years, half of those amounts were included in the county’s budget, but they were removed from the fiscal year 2020 budget, Magistrate Robert Blanton said.
This year the following organizations received funds:
— Labor Day Committee, $2,000 for the annual activities
— Upward 40391, $3,000 for scholarships and background checks.
— Holly Rood, $3,000 for gutter repairs.
— Salvation Army, $2,500 for the group work camp.
— Winchester Heritage Commission, $1,000 for a marker for Gov. Clark.
— Winchester Unity Committee, $1,500 for the Martin Luther King Jr. celebration.
— Rapha Ministries, $2,000 for medical testing supplies.
— Bluegrass Heritage Museum, $5,000 for restructuring of a patio.
— Winchester-Clark County Parks and Recreation, $9,000 for the College Park playground, contingent upon all funds being raised for the project.
— Rowland Arts Center, $1,000 for mentors and meals.
— Achieving Recovery Together, $1,000, for transportation to appointments.
— Daniel Boone Pioneer Festival, $2,500 for annual event.
— Winchester American Little League, $1,000 for field improvements at Lykins Park.
— Rose Mary C. Brooks Place, $1,000 for handicap van assistance.
— New Beginnings, $2,500 for parenting programs.
— Fourth of July celebration, $4,000 for fireworks.
Each organization had to complete an application process to be approved for funds.
Earlier in the meeting, the court voted to pay a $350 fine from OSHA officials issued to the Clark County Fire Department. Fire Chief Ernie Barnes said a complaint was filed against the department for not reporting and posting injuries within the department annually.
Barnes said he was unaware of the procedure and has since been trained to prepare them in the future.
In other action Thursday, the court:
— heard presentations concerning tax rates from the Clark County Public Library and the Clark County Extension Service.
— approved hiring Shelby Smith as an equipment operator for the county road department.
— approved the second phase of renovations for the fiscal courtroom which includes chairs, electrical work and other items.
