Man indicted for escaping, fighting officers

A Winchester man who allegedly tried to buy a cell phone with counterfeit money and then fought with police was indicted Thursday.
The Clark County grand jury returned an 11-count indictment against 31-year-old Donnie Brown of 27 E. Washington St. for the July 24 incident with Winchester Police.
According to court documents, Brown used two counterfeit $50 bills to purchase a cell phone that evening. When the seller realized what happened, she contacted the Winchester Police Department and officers and a detective accompanied her to Brown’s residence.
Brown allegedly gave officers his brother’s name and personal information, but fled when he was recognized and identified by a detective.
After being captured following a brief foot pursuit, Brown was arrested.
Brown attempted to run again as Winchester Police Patrolman Kelly Webster walked him into the jail. Officers said Webster used her Taser before Brown attempted to disarm her.
When other officers arrived, Brown and Webster were fighting in the street in front of the jail, during which he hit Webster in the face with one of the handcuffs. Brown was then subdued and booked at the Clark County Detention Center.
Brown was indicted for second-degree assault (police officer), third-degree assault, second-degree escape, theft of identity, first-degree possession of a controlled substance, first-degree fleeing or evading police, first-degree criminal possession of a forged instrument, theft by unlawful taking, resisting arrest, third-degree criminal mischief and first-degree persistent felony offender.
The grand jury also indicted a Winchester man for allegedly possessing and sharing explicit sexual images of children.
Jerry Spencer Jr., 45, is now facing 10 counts of possession of matter portraying a sexual performance by a minor and one count of promoting a sexual performance by a minor after his Sept. 4 arrest.
According to court records, Kentucky State Police detectives were conducting an undercover investigation after finding evidence of Spencer allegedly sharing the images through a Yahoo account.
Detectives executed a search warrant at a residence at 12 Alabama St. and seized electronic equipment for further examination. Detectives said they received permission to preview Spencer’s phone and found one image of child sexual exploitation.
The grand jury also returned the following indictments Thursday:
— Richard Bryant, first-degree trafficking in a controlled substance (two counts) and second-degree trafficking in a controlled substance.

— Nathan Brank, driving under the influence, first-degree fleeing or evading police, first-degree wanton endangerment, resisting arrest.
— Christy J. King, tampering with physical evidence, first-degree possession of a controlled substance, second-degree possession of a controlled substance.
— Shawn Marie Caudill, first-degree possession of a controlled substance.
— Henry Bates, first-degree trafficking in a controlled substance (three counts).
— Philip Wan Hacker, trafficking in a controlled substance – heroin (two counts), trafficking in a controlled substance – fentanyl (two counts), first-degree trafficking in a controlled substance, first-degree possession of a controlled substance.
— Kelsey Lynn Gibbs, first-degree possession of a controlled substance (two counts), possession of drug paraphernalia.
— Virgil P. Layne, fourth-degree assault (misdemeanor indictment). — Charles S. Stamper Jr., first-degree possession of a controlled substance – cocaine, first-degree possession of a controlled substance – opiates, possession of drug paraphernalia, improper display of registration plate.
— Prince Nsiah, first-degree possession of a controlled substance, possession of drug paraphernalia.
— Roger Dale Stollings, driving on a suspended operator’s license, reckless driving (misdemeanor indictment).
— Kathryn Ahlers, first-degree possession of a controlled substance – heroin, first-degree possession of a controlled substance – fentanyl, tampering with physical evidence, endangering the welfare of a minor (two counts), public intoxication (two counts).
