KSP identifies inmate who died

Kentucky State Police have released the identity of the woman who died after being arrested and detained at the Clark County jail Wednesday morning.

On Friday, Trooper Gary Adam Hall of KSP Post 7 in Richmond said the woman was Rachel Cole, 28, of Winchester.

Hall said state police were contacted just before 9 a.m. on April 28 about an unresponsive inmate at the jail.

“The initial investigation,” Hall said in an email, “suffered a medical emergency and was transported to Clark County Regional Medical Center, where she was pronounced deceased by the Clark County Coroner.”

However, according to Jailer Frank Doyle, the woman died at Clark Regional Medical Center. In an interview Thursday, Doyle said Cole was brought to the jail about 1 a.m. Wednesday and was charged with public intoxication and resisting arrest. She was ill, and so was kept in the booking area for observation, and when “things went downhill,” he said, his staff administered Narcan, a drug used to stop heroin and opioid overdoses, and administered cardiopulmonary resuscitation, or CPR. She was then taken by ambulance to the local hospital, where she died around 5 a.m., he said.

Cole’s body was transported the State Medical Examiner’s Office in Louisville for an autopsy.

The investigation is being conducted by Detective Austin Brashear of Post 7.

“We’re sorry for the loss of anyone, but there was no wrongdoing on our part, and all that will come out in the investigation,” the jailer said in a statement to The Sun.
