This past Thursday’s Clark County Fiscal Court meeting featured several topics, including an approval on a bid for renovations on the Community Stockpile Emergency Preparedness Program (CSEPP) communications tower, as well as a motion for sending funds to the Winchester-Clark County Parks and Recreation Department.

Located off of Irvine Road, a bid from Master Electrical Services to renovate the tower at a cost of $538,507 was offered. A motion to approve and begin the negotiations process on this bid was approved by the fiscal court.

“The [bid] is still over the budget that the CSEPP Folks gave us,” said Perri Wilson, Director of Clark County EMA/CSEPP. “It’s not extremely over. We’ll have to work with that.”

Also, because Chief Steve Asbury of the Clark County Fire Department will be out of town for much of July, an appointment was made for Wilson to serve as Deputy EMA Director.

Furthermore, a motion was approved regarding an order for $63,150 to the Winchester-Clark County Parks and Recreation Board from the Community Fund for particular projects. Construction has already started at Harmon Park, Lykins Park, and College Park. This will be separate from financing.

“A lot of the equipment and stuff has come in, and they’re wanting a [Funding] Draw on it,” said Magistrate Daniel Konstantopoulos. “We had talked about learning to do financing, but the issue has come that they need a Draw right now and we don’t really have financing in place…My recommendation is that 50% of the draw is $63,150.”

The eventual goal is to return the amount back into the Community Fund after the financing process.
