3rd District Constable

Shelby “Lynn” Toler II (R)

1. Life-long resident of Clark Co. Married 21 yrs with 2 daughters together. Small business owner for 20 yrs. & a cattle farmer. Serving Clark Co. in law enforcement since 2013. I am a God-fearing Christian Conservative. I love people & serving in this capacity of Constable.

2. 9 years of experience serving Clark County in law enforcement. 200+ hours of in-service training and I strive to continue to train in many aspects of this office. Experienced serving hundreds of court documents & Child Support Enforcement cases. Warrant cases, summons, and extra patrol. I’ve worked collectively with agencies such as WPD, CCSO, County Attorney, Child Support Office, Office of the Courts, KSP, CCCA, and the US Marshals Service. Experience as a small business owner and in business management. Honor, integrity, & committed. I love Clark County and the people I serve.

3. The most pressing issue in this election cycle is the direction our country is heading and the fight between good & evil within; starting local and running all the way to Washington. We need leadership that serves everyone in the capacity of the office they hold with common sense, morals, & ethics.

4. I plan to address this issue by staying true to who I am, my faith, core values, common sense, and all while serving everyone equally, fairly, and just.

Geoff Sebesta (D)

1. I’m from Winchester and these days I live on the east edge of the county. I’ve got a long resume with a lot of work in the medical, entertainment, and political fields.  Those fields all have a lot in common. I recently managed the successful Welker for Constable campaign in Lexington.

2. Mr. Toler’s approach is essentially to function as supplementary law enforcement. I would deal directly with the profitable reality of the American law enforcement system and turn a far larger proportion of the proceeds over to the 3rd district than Mr. Toler will.

3. The constable’s office faces very different issues than other offices, so the answer is specific to the constable’s office. For this office at this particular time, the answer is simple: profitability. This work must be done properly, and should be done to the greater benefit of the public.

4. I would serve papers promptly and professionally, along with all the other duties of the office. The proceeds would be saved and disbursed according to the will of my employers, the people of the 3rd district.  Once a year, we would hold a meeting and decide how to spend it. Probably on the Splash Pad, though I have other ideas too.

4th District Constable

David Wayne Puckett (R)

1. I am the Sr. Prod Manager for Sekisui since 2007. I am married with 3 children and 2 grandchildren. I helped start the first Clark County Constable Association. I am an active member of the KY Constable Assoc. Since taking office I have received more than 150 hours of various law enforcement training.

2. I have helped bring professionalism back to the Constable office in Clark County. I have been an asset for the county at no cost to the taxpayers. I have invested my own finances to equip my office with the tools it needs to be effective and professional. I am committed to keeping this office effective, available, and useful to the county. I will continue to seek out valuable training as it becomes available.

3. From a Constable standpoint, I think the drug problem is first. Every resource the county has available to counter this problem should be utilized.

4. I am always available as a backup for anything that will help our local law enforcement. Whatever I can to to help curtail this problem I am ready and willing. Traing to be proactive and not reactive is a key factor.

Phillip Wright (D)

1. I served 12 years in the Army as Military Police and Armored Calvary Scout. I attained the rank of Staff Sergeant  I served 6 years on the Georgetown Police Dept. and also 15 years in corrections after graduating from the Kentucky Dept of Corrections Academy .

2. My experience in law enforcement and my training makes me the best candidate.

3. As law enforcement goes, I think the drug problem is most pressing.

4. I would help our local law enforcement combat drugs in our community, and getting the people on drugs some form of rehabilitation instead of putting them in jail.
