A routine patrol encounter turned foot chase yielded a drug bust in Winchester on Saturday evening.

According to the arrest citation, 40-year-old Michael Woosley was traveling north on Mutual Avenue when he encountered a Winchester police officer.

The officer stated in the citation that they advised Woosley to stop and that they would have a conversation.

Woosley allegedly stated “Okay,” and then took off on foot, according to the citation.

The officer left their vehicle and told Woosley to stop. Woosley jumped a guardrail and descended a steep hill toward nearby railroad tracks.

According to the citation, Woosley tripped over the tracks and the officer was able to subdue him on “a large pile of glass.”

A search of Woosley’s person located a “gray/white substance inside a clear plastic wrapper” that the officer believed to be heroin.

Woosley allegedly told the officer that the substance was made to “resemble heroin and feed his addiction.” He was charged with first-degree possession of a controlled substance and first-degree fleeing or evading police on foot.

According to the Clark County Detention Center’s website, Woosley is listed as an inmate with a $3,500 cash bond.
