A Winchester man and woman face charges of criminal abuse and drug paraphernalia after the two were arrested in connection to an alleged incident involving a nine-year-old child on April 15.

According to an arrest citation, Charla Milburn was transported to Clark Regional Medical Center from an apartment on Kentucky Street. While nurses evaluated Milburn at the hospital, they located a black tin container with suspected drugs and a cut red straw featuring a powdery substance.

Nurses acknowledge that – during their conversation with Milburn – she admitted taking heroin before calling an ambulance and that she’d done so out of fear she was overdosing.

At the scene, the nine-year-old child had allegedly stated that she knew where Narcan was.

When officers left Clark Regional Medical Center, they went to the Kentucky Street residence regarding a welfare check on the child.

According to a separate citation, officers learned there was a risk of the child being in danger due to heroin abuse and being present during an overdose.

They also learned that the child would be at the location with her father, Eric Parrish, who had three active warrants.

Officers arrived to find an open door and eventually located Parrish and the child in a bathroom.

Parrish, who was described as being “manifestly” under the influence of a controlled substance believed to be the same heroin the child’s mother had admittedly overdosed on, was transported to Clark County Detention Center for his active warrants while child services were called.

Upon putting on his shoes, a glass pipe used for smoking controlled substances allegedly fell out of one of Parrish’s shoes.

Upon further inspection, in the apartment’s only bathroom, an officer located a large number of uncapped needles used for substance abuse in various locations including the floor, vanity countertop, and on top of the towels. Spoons with heroin residue on them were found lying on the towels and bathroom floor.

Parrish was arrested and charged with first-degree criminal abuse and drug paraphernalia and possession of drug paraphernalia. He has a no-bond status stemming from a prior probation violation for a felony offense.

Milburn was arrested and charged with first-degree criminal abuse involving a child 12 or under, possession of drug paraphernalia and first-degree possession of a controlled substance (heroin) for a first offense. She is currently lodged at the Clark County Detention Center with a $10,000 bond.
