The following arrests were reported by the Winchester Police Department between Feb. 8-10. They are matters of record and not indications of guilt or innocence.

Feb. 8 

• Tamara Buttry, 43 – Theft by unlawful taking or disposition shoplifting. Public intoxication of a controlled substance (excludes alcohol). Drug paraphernalia – buy/possess. Promoting contraband – 1st degree. Possession of a controlled substance – 1st degree – 3rd or > offense. 
• Jordan Chase Damron, 28 – Failure of owner to maintain required insurance/security – 1st offense. 
• Brooklynn Faith Antionette Lavizzio, 21 – Criminal abuse – 1st degree – child 12 or under. 
• Jaden H. Shoemaker, 21 – Criminal abuse – 1st degree – child 12 or under. 

Feb. 9 

• Christopher Clay Adams, 38 – No or expired registration plates. No or expired Kentucky registration receipt. 
• Joseph W. Anderson, 49 – Contempt of court – libel/slander – resistance to order. 
• Shelli M. Boyd, 46 – Non-payment of court costs, fees or fine. 
• Hubert Shelby Mitchell, 42 – Serving probation/parole violation warranty. 
• Josiah Lee Moses, 24 – Operating on a suspended/revoked operators license. 
• William Randall Smith, 22 – Fugitive from another state – warrant required. 
• Ryan C. Thacker, 32 – Operating on a suspended/revoked operators license. 

Feb. 10 

• Billie Jo Barnes, 35 – Probation violation (for technical violation). 
• Thomas Rudolph Francisco, 38 – Reckless driving. Failure to wear seat belts. Possession of marijuana. Possession of a controlled substance – 1st degree – 1st offense – cocaine. Operating on a suspended/revoked operators license. Serving bench warrant for court. 
• Corinne M. Hutchinson, 30 – Assault – 4th degree (no visible injury). Criminal trespassing – 3rd degree. Disorderly conduct – 2nd degree. Resisting arrest. 
• David Jordan Smallwood, 35 – No operators – moped license. No or expired registration plates. Failure of owner to maintain required insurance/security – 1st offense. 
• Patrick Michael Darby Stafford, 51 – No or expired registration plates. Failure of owner to maintain required insurance/security – 1st offense. 
• Zachary W. Stratton, age unknown – Operator a motor vehicle under the influence of a controlled substance. 
• Marcus Andrew Thornsberry, 32 – Alcohol intoxication in a public place – 3rd or > offense. Menacing. Disorderly conduct – 2nd degree.
