Parents get diversion for children’s filthy living conditions
Two Winchester parents pleaded guilty to criminal charges Thursday after police found their home infested with insects and piles of animal feces inside.
Michael and Laura Wilburn of 34 Franklin Ave. were arrested in July for second-degree criminal abuse for the living conditions of their home, which they shared with three girls.
The Wilburns pleaded guilty to one count each of first-degree wanton endangerment for the situation in a plea agreement. Prosecutors recommended a one-year sentence but agreed to divert it for three years, provided they have no other offenses during that time. They were also ordered to follow any orders from family court.
Winchester Police were called to the residence July 2 by social workers. In a district court hearing, Winchester Police Detective Shane Southwood said the conditions were nearly indescribable.
“Just general filth,” he said in July. “Everything stacked on top of something else. Nearly every room, I can recall animal feces. In the bedrooms, there were piles of (animal feces). The gnats were in my face. Cockroaches were unexplainable. It was that bad.”
The family was living in one bedroom at the back of the residence, because it had the air conditioner, he said. Three dogs, two cats a turtle and a snake also lived in the residence.
The smell of urine was overpowering outside the structure as well.
The Wilburns are scheduled to be sentenced Feb. 6, 2020, in Clark Circuit Court.
