Bevin pardons three from Clark County
Among the more than 400 pardons issued by former governor Matt Bevin were three people convicted in Clark County on drug related charges.
According to the pardons, Misty Breeding, Lindsay Horseman and James Robert Sams all requested the pardons.
The pardons were generally filed during Bevin’s last week in office. Some of those involved people convicted of murders or other major crimes.
Breeding, was convicted of multiple counts trafficking in a controlled substance in 2008 and again in 2014, and marijuana possession in 2003. It also listed a trafficking conviction in Fayette County in 2014 and a theft conviction in Knox County in 2003.
“Misty Breeding is a hardworking, dedicate wife, mother, employee, friend and citizen,” Bevin wrote. “She should be proud of the new direction she had charted in recent years…”
Horseman was convicted of trafficking in a controlled substance, theft and possession of drug paraphernalia in 2010 as well as a previous misdemeanor in 2006.
Bevin praised Horseman as well for making changes in her life to become “a model citizen and a shining example to others.”
The third, James Robert Sons of Georgetown, was convicted of trafficking in controlled substance in Clark County in 1990.
Bevin gave all three full and unconditional pardons.
Friday, two state lawmakers requested a special prosecutor to investigate the pardons, particularly a Knox County murderer named Patrick Brian Baker.
According to published reports, Baker’s brother and sister-in-law hosted a fundraiser which raised $21,000 for Bevin’s 2015 campaign debt and then donated $4,000 to Bevin’s 2019 campaign.
Two of Baker’s co-defendants remain in prison.
