A man originally from Naperville, Illinois, faces charges of 2nd-degree disorderly conduct, alcohol intoxication in a public place, resisting arrest, 3rd-degree terroristic threatening and 3rd-degree assault stemming from an incident on April 29 at a local hospital.

According to the arrest citation, Winchester Police were called to the emergency room at Clark Regional Medical Center where 40-year-old Mark Borgens, Jr., was allegedly causing a scene.

Upon arriving, an officer entered the emergency room through the ambulance entrance, where they could hear Borgens screaming. The citation states that Borgens was arguing with emergency medical and hospital staff, being loud and disorderly and creating an “undue nuisance and alarm” in the ER.

Upon seeing the officer, Borgens allegedly referred to them using derogatory language, and though the officer several times asked Borgens to calm down, he became more irate and refused to comply.

Borgens was told to get up from the stretcher he was laying on. The officer then informed Borgens that he was under arrest and to place his hands behind his back, but Borgens refused.

The officer attempted to place Borgen’s arms behind his back by grabbing his left arm, but Borgens jerked away and attempted to take an aggressive stance.

Borgens was warned on several occasions that he would be tased if he did not comply but he continued to resist and fell to the ground at which time he was tased by the officer.

The citation states that a Winchester Fire/EMS paramedic informed police that Borgens allegedly got in their face and bumped them with his shoulder prior to the police’s arrival.

No injuries were reported at the time of the incident.

Borgens was arrested and lodged at the Clark County Detention Center but later bonded out. He is scheduled to be arraigned in July.
